Unele state membre, printre care Belgia, Franța și Italia, au cerut însă prudență, invocând posibile riscuri juridice și pentru stabilitatea piețelor financiare.Pentru a completa sprijinul bugetar bilateral, instituțiile europene integrează Ucraina și în inițiative industriale mai ample. Comisia Europeană a aprobat 325 de milioane de euro pentru finanțarea a cinci Proiecte Europene de Apărare de Interes Comun (EDPCI), Ucraina participând la patru dintre aceste proiecte de cooperare.
