President Donald Trump has said America’s oil majors are making “too much money” as a result of the Iran war, and has urged companies to lower their prices or share the windfall profits they have enjoyed thanks to ongoing energy market disruptions.Speaking in the Oval Office on Monday, the president took aim at Chevron and ExxonMobil for the substantial gains both reaped in the second quarter, driven primarily by elevated global fuel costs, and said that the two companies should distribute these earnings among their retail customers.“And I should be the last one to say [that] because I’m a big free enterprise guy,” Trump said, while adding that the pair should “give some of that back to the public, and they better cut the retail price.”Separately, in a series of posts to Truth Social, Trump urged American oil companies to “Get your consumer (retail!) Oil Prices DOWN, NOW!"Newsweek contacted both companies on Monday for comment.Oil Companies Enjoy Iran War WindfallGlobal oil prices were pushed close to all-time highs this spring, as the effective blockade on ships through the Strait of Hormuz—through which around a fifth of global oil typically flows—severely restricted supplies, and gas prices have likewise soared to levels not witnessed since the 2022 energy crisis.While these had begun to climb down in June on the back of progress in negotiations between the two warring sides, the national average for regular unleaded has since returned to $4.08 as of Wednesday, according to AAA.The boom translated into substantial earnings gains for both companies during the second quarter. Exxon posted $14.5 billion in profit for the three months which ended June 30, more than double the comparable period in 2025. "Gasoline prices don't move in lockstep with crude oil, especially during a major global disruption that is still affecting supply, refining and inventories."The DOJ later urged states to join in the probe, calling on them to use “all tools available” to investigate any misconduct that could be inflating retail gas prices.Associate Attorney General Stanley Woodward Jr. and Federal Trade Commission (FTC) Chair Andrew Ferguson told state attorneys general in a July 3 letter that they would be “closely monitoring petroleum markets” for potential “agreements between competitors to fix prices, rig bids, and allocate markets.”“We urge state law enforcers to join us in investigating illegal practices,” they wrote, before adding that “business may not use market volatility as cover for anticompetitive practices, fraud, or any other lawlessness that harms Americans.”Can Trump Change Oil Firms’ Behavior?Experts who spoke with Newsweek believe there are tools at the administration's disposal which could steer companies in the direction Trump hopes, but appear divided on whether the president will choose to use these.McNally told Newsweek the government could impose a windfall tax—higher levies on companies that enjoy a sudden earnings jump due to external events—a measure last taken on oil majors by President Jimmy Carter in the 1980s. He also cited the temporary price controls imposed by Richard Nixon in the 1970s, but said he did not believe Trump would take any such concrete actions to pressure companies to either “give some…back” of their war-derived profits or “cut the retail price.”The economist Willy C. Shih, a professor at Harvard Business School, said Trump may also be under a misapprehension when it comes to the impact of market forces on supply and demand during the ongoing crisis.“The high prices brought more supply onto the market. So now the President says he doesn’t like the fact that high prices (and profits that are driven by a percentage margin) meant the oil majors made more money? That’s the way the market works,” he told Newsweek."So which way do you want it? Do you want high prices (and profits for some players) to bring more supply onto the market or not? It’s hard to have it both ways.”Tyler Gellasch, a former Senate investigator and President of the Healthy Markets Association, told Newsweek that there were both “explicit” and “implicit” actions the president could take if he truly wanted to pressure oil majors into dropping prices and sharing profits.He noted that the oil and gas industries benefit from tax subsidies and advantages that the Trump administration could work with Congress to roll back, or lean on a president’s “longer-term leverage” and continue pressuring them publicly to change course.Gellasch said he would ordinarily expect an administration—particularly a Republican one—to refrain from such actions. However, he said that the Federal government has over the last 18 months engaged in “a level of government interventionism that is something unlike what we have ever seen,” citing such actions as the equity stake it acquired in Intel.“We’re seeing a new age of government interventionism in market forces,” he said. “Will that lead to ultimately lower prices for consumers? Bugün Meclis'e sunulan "Milli Dayanışma ve Toplumsal Bütünleşmenin Güçlendirilmesine Dair Kanun Teklifi"nin içeriği ortaya çıktı. Düzenlemenin uygulanması Milli Güvenlik Kurulu’nun PKK/KCK ile bağlantılı yapıların feshedildiğini ve silahların tamamen bırakıldığını tespit etmesi şartına bağlanıyor.Teklife göre, kasten öldürme suçu işleyen hiçbir biçimde kanundan faydalanamayacak. 2005 öncesinde ağırlaştırılmış müebbet ya da müebbet hapis gerektiren bir suç işleyenler de kapsam dışında olacak. Ancak bu tarihten sonra söz konusu cezaları da gerektiren suçları işleyen, örgüt yöneticileri ve üyeleri, kasten öldürme suçu işlememişlerse kanundan faydalanabilecek. Teklife göre, cezaları ya da dava ve soruşturmaları ertelenenler siyasete de oluşturulacak kurul kararıyla dönebilecek. Ceza ve davaları 5 yıl ertelenenler iki, 10 yıl ertelenenler üç yıl geçtikten sonra kurul kararıyla siyasi partilere üye olabilecek, aday gösterilebilecek. Ceza davaları 5 yıl ertelenen PKK'lılar 2 yıl geçtikten sonra siyasi partilere üye olabilecek, aday gösterilebilecek. "Mahkumiyet halinde TCK 53 madde kapsamında hak yoksunluğuna ilişkin karar veriliyor. Bu ne olacak? Bu özel bir ifade kullandık. 5 yıla kadar ertelenenlerde 2 yıl bir süre hak yoksunluğu devam edecek. 10 yıl olanlarda da 3 yıl. Otomatik devreye giren bir kurum değil. Kurul devreye girecek. Kurul bu konularda karar verecek. Uygun görülen bu manada, erteleme ile ilgili olumsuzluğu yoksa ilgili infaz hakimliğinden hak yoksunluğuna yönelik iadesi noktasında talepte bulunabilecek.Oluşturulacak kurul, dönemsel olarak erteleme kararlarını değerlendirecek. Gerek görürse soruşturma/kovuşturma/mahkûmiyet nedeniyle doğan hak yoksunluklarının tüm sonuçlarıyla ortadan kaldırılmasını sulh ceza hâkimliği/mahkeme/infaz hâkimliğinden talep edebilecek. Bu karar verilirse, cezası ve davası ertelenenlere siyaset yolu da açılmış olacak.Selahattin Demirtaş olmak üzere eski siyasetçilerin yargılandığı Kobani davasını ve bu davada verilen cezaları da kapsama alıyor. Kanun MGK kararı sonrası uygulanmaya başlanırsa zorunlu olarak Demirtaş ve diğer siyasilere de kapı açılmış olacak. Avrupa’da bulunan eski siyasetçiler de kanundan yararlanarak geri dönebilecek. Cezaevindekiler de konulan kriterlere göre kanundan faydalanabilecek. Kanun bu yönüyle sadece silah bırakanları değil PKK nedeniyle terör suçundan yargılanan hemen her ismi kapsama alıyor.Teklife göre 2005 öncesinde ağırlaştırılmış müebbet hapis cezası alanlar ile bu cezayı gerektiren suçlardan yargılananlar kapsam dışında tutuluyor. Bu durumda Öcalan'ın yasadan yararlanması mümkün değil. AKP Grup Başkanvekili Abdullah Güler, teklif sonrası yaptığı basın açıklamasında şu ifadeleri kullandı: "Toplama baktığımızda yaklaşık 360'a yakın bir imza ile teklifimizi meclis başkanlığımıza arz ettik.  Adalet Komisyonu Başkanımız kendi planlaması çerçevesinde iş tüzük kapsamında 48 saat sonra yani cuma günü öğleden sonra saat 14.30-15 gibi inşallah komisyona toplantısı için gerekli davetlerini yapacaktır. Kritik eşik; terör örgütü PKK-KCK yapılanmasının silahlarının bırakılması, teslimi, imhası ve bunun süreç olarak bir mekanizmayla tespit edilmesi. Teklifimizin amaç ve kapsam bölümünü rapor doğrultusunda şöyle ifade ettik; Kanunun amacı PKK-KCK terör örgütünün ve bununla bağlantılı her türlü oluşumun fiili varlığına son verdiğinin ve kontrol altında bulunan her türlü silah ve mühimmatı teslim ettiğinin güvenlik kurumlarınca tespiti ve bu tespitin teyit edildiğine dair kararın Milli Güvenlik Kurulu kararının Resmi Gazete'de yayımlanmasına dair yürütülen soruşturma ve kovuşturmalar ile verilen mahkumiyet hükümlerinin infazı işlemlerinin yani tasfiye süreci ile ilgili toplumsal bütünleşmeye dair yapılacak diğer işlemlerin belirlenmesidir. Örgütün fiili varlığına son verildiğinin ilgili Resmi Gazete'de yayımlanması koşuluyla örgüt faaliyeti çerçevesinde işlenen kasten adam öldürme suçu ile 2005 tarihinden önce işlenen müebbet hapis ve ağırlaştırılmış müebbet hapis cezası gerektiren suçlardan dolayı yürütülen soruşturma ve kovuşturma hariç olmak üzere diğer suçlara yönelik olarak bir düzenleme içeriyor. " MADDE 1- Amaç ve kapsam(1) Bu Kanunun amacı, PKK/KCK terör örgütünün ve bununla bağlantılı her türlü oluşumun fiili varlığına son verdiğinin ve kontrolü altında bulunan her türlü silah ve mühimmatı teslim ettiğinin güvenlik kurumlarınca tespiti ve bu tespitin teyidine dair Milli Güvenlik Kurulu Kararının Resmî Gazete'de yayımlanmış olması koşuluyla, yürütülen soruşturma ve kovuşturmalar ile verilen mahkûmiyet hükümlerinin infazının ertelenmesi işlemlerinin ve yapılacak diğer işlemlerin belirlenmesidir.(2) Bu Kanun hükümleri, PKK/KCK terör örgütünü kurma veya yönetme, örgüte üye olma veya bilerek ve isteyerek yardım etme ve örgütün propagandasını yapma suçları ile bu örgütün faaliyeti kapsamında işlenen suçları ve bu örgüt lehine işlenen 7/2/2013 tarihli ve 6415 sayılı Terörizmin Finansmanının Önlenmesi Hakkında Kanunda düzenlenen suçları kapsar.Soruşturma ve kovuşturmaların ertelenmesi(1) Örgütün fiili varlığına son verdiğinin ve kontrolü altında bulunan her türlü silah ve mühimmatı teslim ettiğinin güvenlik kurumlarınca tespiti ve bu tespitin teyidine dair Milli Güvenlik Kurulu Kararının Resmî Gazete'de yayımlanmış olması koşuluyla, örgüt faaliyeti çerçevesinde işlenen kasten öldürme suçu ile 1/6/2005 tarihinden önce işlenen müebbet hapis veya ağırlaştırılmış müebbet hapis cezasını gerektiren suçlardan dolayı yürütülen soruşturma ve kovuşturmalar hariç olmak üzere, 1 inci madde kapsamına giren ve üst sınırı onbeş yıl veya daha az cezayı gerektiren suçlardan dolayı yürütülen soruşturma ve kovuşturmalar beş yıl, onbeş yıldan fazla hapis cezası ile müebbet hapis veya ağırlaştırılmış müebbet hapis cezasını gerektiren suçlardan dolayı yürütülen soruşturma ve kovuşturmalar on yıl süreyle ertelenir. Erteleme süresi içinde dava zamanaşımı işlemez. Bu suçlarla ilgili dosya ve suçun ispatına yarayan deliller, erteleme kararının verildiği tarihten itibaren erteleme süresince muhafaza edilir. Müsadereye konu eşya ve malvarlığı değerleri hakkında erteleme kararıyla birlikte tasfiye kararı verilir ve Hazineye irat kaydedilir. Karar, kanun yollarına başvurma hakkı bulunanlara tebliğ edilir. Kararda başvuru ve itiraz hakkı ile süresi ve mercii gösterilir.(2) Birinci fıkra uyarınca Cumhuriyet savcısı tarafından verilen kararlara karşı kanun yollarına başvurma hakkı bulunanlar iki hafta içinde sulh ceza hâkimliğine başvurabilir. Birinci fıkra uyarınca kovuşturmanın ertelenmesine ilişkin mahkeme tarafından verilen kararlara karşı da iki hafta içinde itiraz edilebilir.(3) Milli Güvenlik Kurulu Kararının Resmî Gazete'de yayımlanmasından önce işlenmiş olup da 1 inci madde kapsamına giren suçlardan dolayı bu tarihten sonra başlatılacak soruşturmaların yapılması, Kurulun iznine bağlıdır.Koruma tedbirleri ve kanun yolu incelemesinde bulunan dosyalar(1) 3 üncü madde uyarınca erteleme kararı verilecek suçlardan dolayı verilmiş olan tutuklama ve adli kontrole ilişkin koruma tedbirleri, soruşturma veya kovuşturmanın bulunduğu evredeki yetkili hâkim veya mahkeme ile bölge adliye mahkemesi veya Yargıtay ilgili ceza dairesi tarafından değerlendirilir ve koşullarının bulunması halinde bu tedbirlerin kaldırılmasına karar verilir.(2) 3 üncü madde uyarınca erteleme kararı verilecek suçlarla ilgili istinaf veya temyiz kanun yolu incelemesinde bulunan dosyalar hakkında bozma kararı verilir.Erteleme kararlarının kaydedilmesi ve yeniden suç işlenmesi(1) 3 üncü madde uyarınca verilen erteleme kararları, bunlara mahsus bir sisteme kaydedilir. Bu kayıtlar, ancak bir soruşturma veya kovuşturmayla bağlantılı olarak Cumhuriyet savcısı, hâkim veya mahkeme tarafından istenmesi halinde, ikinci fıkrada belirtilen amaç için kullanılabilir.(2) Erteleme kararının verildiği tarihten itibaren erteleme süresi içinde terör suçlarından birinin işlenmesi halinde, erteleme kararı kaldırılarak soruşturma ve kovuşturmaya devam olunur. Mahkûmiyet halinde verilen cezanın infazı, 6 ncı madde uyarınca ertelenmez ve mahkûmiyet hükümlerinin tüm sonuçları doğar. Belirtilen süre suç işlenmeksizin geçirildiği takdirde kovuşturma yapılmasına yer olmadığı veya düşme kararı verilir.Mahkûmiyet hükümlerinin infazının ertelenmesi(1) Örgütün fiili varlığına son verdiğinin ve kontrolü altında bulunan her türlü silah ve mühimmatı teslim ettiğinin güvenlik kurumlarınca tespiti ve bu tespitin teyidine dair Milli Güvenlik Kurulu Kararının Resmî Gazete'de yayımlanmış olması koşuluyla, örgüt faaliyeti çerçevesinde işlenen kasten öldürme suçundan mahkûm olanlar ile 1/6/2005 tarihinden önce işlenen suçlar nedeniyle müebbet hapis veya ağırlaştırılmış müebbet hapis cezasına mahkûm olanlar hariç olmak üzere, 1 inci madde kapsamına giren suçlardan; a) Toplam onbeş yıl veya daha az hapis cezasına mahkûm olan hükümlülerin cezalarının infazı beş yıl süreyle, b) Toplam onbeş yıldan fazla hapis cezası ile müebbet hapis veya ağırlaştırılmış müebbet hapis cezasına mahkûm olan hükümlülerin cezalarının infazı on yıl süreyle, infaz hâkiminin kararıyla ertelenir. (4) Erteleme kararının verildiği tarihten itibaren erteleme süresi içinde terör suçlarından birinin işlenmesi halinde, infaz hâkimi tarafından erteleme kararı kaldırılarak cezanın infazının devamına karar verilir. Belirtilen süre suç işlenmeksizin geçirildiği takdirde verilen ceza infaz edilmiş sayılır. Erteleme kararlarının takibi Cumhuriyet başsavcılıklarınca yapılır. Takip, koordinasyon ve uygulama (1) Bu Kanun kapsamındaki faaliyetlerin uygulanmasının takibi ve değerlendirilmesi; Kanunun Resmî Gazete'de yayımlanmasını müteakiben, Cumhurbaşkanı Yardımcısının başkanlığında Adalet Bakanı, Dışişleri Bakanı, İçişleri Bakanı, Milli Savunma Bakanı, Cumhurbaşkanlığı Genel Sekreteri, Milli İstihbarat Teşkilatı Başkanı ve Milli Güvenlik Kurulu Genel Sekreterinden müteşekkil Kurul tarafından yapılır. İhtiyaç halinde Kurul tarafından; alt komisyonlar oluşturulabilir, bakanlık, kurum ve kuruluşların temsilcileri ile gerekli görülen kişiler Kurul ve komisyon toplantılarına davet edilebilir.(2) Kurul tarafından, sürecin örgüt nezdindeki ilerlemesini sağlamak üzere alt komisyonlarda görevlendirme yapılabilir.(3) 1 inci maddede belirtilen Milli Güvenlik Kurulu Kararının Resmî Gazete'de yayımlanmasını müteakiben bu Kanunun amacı ve kapsamı doğrultusunda; örgütün tamamen tasfiyesi ve bu duruma ilişkin gözlem raporları uyarınca dönemsel olarak Kurul tarafından değerlendirme yapılabilir. Kurulun gerekli görmesi halinde adlî, idarî ve yasal düzenlemeler konusunda talepte bulunulur.(4) Bu Kanun uyarınca verilen erteleme kararları, 1 inci maddede belirtilen Milli Güvenlik Kurulu Kararının Resmî Gazete'de yayımlanmasını müteakiben dönemsel olarak Kurul tarafından değerlendirilir ve gerekli görülmesi halinde; a) Soruşturma ve kovuşturmalar nedeniyle doğan hak yoksunluğunun tüm sonuçlarıyla ortadan kaldırılması, sulh ceza hâkimliğinden veya mahkemesinden, b) Mahkûmiyet hükümleri nedeniyle doğan hak yoksunluğunun tüm sonuçlarıyla ortadan kaldırılması, infaz hâkimliğinden, Kurul tarafından talep edilir. Talep hakkında ilgili mercii tarafından karar verilir. Bu kararlara karşı itiraz edilebilir. Bu fıkranın (b) bendi uyarınca talepte bulunulabilmesi için beş yıl olarak verilen erteleme kararları bakımından kararın verildiği tarihten itibaren iki yıl, on yıl olarak verilen erteleme kararları bakımından ise üç yıl geçmiş olması gerekir. (5) Kurul, çalışmaları hakkında Türkiye Büyük Millet Meclisini düzenli olarak bilgilendirir. Türkiye Büyük Millet Meclisi Başkanlığınca bu Kanun kapsamındaki faaliyetleri izlemek üzere İzleme Komisyonu kurulur. İzleme Komisyonu, bu Kanun kapsamındaki faaliyetleri izler ve tavsiyelerde bulunabilir. (6) Kurulun sekreterya hizmetleri Cumhurbaşkanlığı Genel Sekreterliği tarafından yerine getirilir. Silah ve malzeme teslimi(1) Bu Kanun kapsamındaki örgüt mensuplarının beraberinde getirdikleri yahut beyan ettikleri silah, mühimmat, araç, gereç, patlayıcı madde ve her türlü malzeme kayıt altına alınır.(2) Bu maddenin uygulanmasına ilişkin usul ve esaslar, güvenlik kurumlarının görüşü alınarak İçişleri Bakanlığı ve Milli Savunma Bakanlığı tarafından belirlenir.Süre(1) Bu Kanun hükümleri, 1 inci maddede belirtilen Milli Güvenlik Kurulu Kararının Resmî Gazete'de yayımlanmasını müteakiben altı ay içinde bu Kanun hükümlerinden yararlanmak istediğini bulundukları yerdeki Cumhuriyet başsavcılıklarına veya Kurul tarafından görev verilen kurumlara yazılı olarak bildirenlere uygulanır.Görev ve sorumluluk (1) Bu Kanun kapsamında verilen görevler, ilgili kamu kurum ve kuruluşlarınca ivedilikle yerine getirilir.(2) Bu Kanunun amaç ve faaliyetleri kapsamında verilen görevleri yerine getiren kişilerin bu görevleri nedeniyle hukukî, idarî veya cezaî sorumluluğu doğmaz.MADDE 11- (1) Bu Kanun yayımı tarihinde yürürlüğe girer.MADDE 12- (1) Bu Kanun hükümlerini Cumhurbaşkanı yürütür.
